Self-assessment for applicants in the 1st Call for proposals

  • The questions which every applicant should answer before applying in the Call.
  • Only positive answer on all questions give the basis for submitting the concept note.

Is your project addressing the specific problem/issue/challenge important for the Programme area?

The area of the Programme covers the following regions:

  • in Poland: Krośnieński, Przemyski, Rzeszowski, Tarnobrzeski, Chełmsko-zamojski, Puławski, Lubelski, Bialski, Ostrołęcko-siedlecki, Łomżyński, Białostocki, Suwalski sub-regions;
  • in Belarus: Grodno, Brest, Minsk (including the city of Minsk) and Gomel Oblasts;
  • in Ukraine: Lvivska, Volynska, Zakarpatska, Rivnenska, Ternopilska and Ivano-Frankivska Oblasts.

Will your project add to the solution/improvement of this problem/issue/challenge of the Programme area? Is it proved by the planned projects objectives, its results and outputs?

Is the issue addressed by your project clearly defined and does it fit in one of the thematic objectives and priorities of the Programme?

Is your project contributing to achievement of at least one product and one result indicator as showed in the Programme Manual Part I? Are these indicators selected in the project fully consistent with the entire project (problem that project tackles, its objectives, activities, budget)?

Will the implementation of the project have the cross-border impact – its results will benefit both (or three) sides of the border?

Will your project be implemented on the eligible area?

The area of the Programme covers the following regions:

  • in Poland: Krośnieński, Przemyski, Rzeszowski, Tarnobrzeski, Chełmsko-zamojski, Puławski, Lubelski, Bialski, Ostrołęcko-siedlecki, Łomżyński, Białostocki, Suwalski sub-regions;
  • in Belarus: Grodno, Brest, Minsk (including the city of Minsk) and Gomel Oblasts;
  • in Ukraine: Lvivska, Volynska, Zakarpatska, Rivnenska, Ternopilska and Ivano-Frankivska Oblasts.

In special cases, projects may be partially implemented outside the Programme area however, certain conditions shall be met (see section 2.3.1 of the Programme Manual Part I)

Will your project be implemented by the institutions coming from:

- Poland and Ukraine or
- Poland and Belarus or
- Poland and Belarus and Ukraine

Do all the project beneficiaries (your project partners - institutions implementing the project) come from the eligible area?

(eligible area - see above or section 2.3.1 of the Programme Manual Part I)

Are the cross-border cooperation and involvement of all your project partners proposed in the application necessary for achievement of the project objectives and results?

Will the partnership in your project fulfil at least three cooperation criteria out of the four possible:

Joint project preparation (obligatory)
Joint project implementation (obligatory)
Joint project staff (optional)
Joint project financing (optional)

Are all project beneficiaries (your project partners) eligible institutions in the Programme?

(see section 2.2 of the Programme Manual Part I)

Is the implementation of your entire project feasible in maximum 24 months? Will the project results be measurable at the end of this period?

Is the grant you want to receive from the Programme within the range of 100 000 – 2 500 000 EUR?

Are you able to provide at least 10% of the project eligible costs for its financing?

Are the costs of infrastructure component in your project lower than 2 500 000 EUR?

If your project has infrastructure component higher than 50 000 EUR or it requires building permission (or its equivalent) will you be able to provide all necessary annexes along with the full application form? Please remember that starting from the invitation to submit the full application form you will have maximum three months to do so!

If your project is of investment character or has infrastructure component will you be able to sustain its results for at least five years after project’s implementation?
