Project description

The development objective of the SafeRoad project is to improve access to Brest Oblast and Podlaskie Voivodeship through sustainable development of cross-border road infrastructure. The project objective will be achieved mostly by improving the condition, quality and capacity of the P-16 road section in Brest Oblast (BY). The project is a continuation of the Large Scale Project PBU/LSP/09/005 „Construction and Instrumentation of the Road Border checkpoint „Piascatka – Stage III” implemented under the Poland-Belarus-Ukraine Programme 2007–2013. Without the reconstruction of road P-16, it is not possible to ensure the safe and unhindered access of passenger and freight transport to the border checkpoint Piascatka.

The technical condition of road P-16 is unsatisfactory (the road was constructed in 1932 and last major repairs were carried out in 1967), it does not meet international requirements for buses and trucks. Limitation of speed is 40 km/h, this indicator cannot provide the throughput required to gain access to the Piascatka checkpoint. The SaeRoad project aims to make the cross-border region more accessible by improving public transport links through modernization (3,85 km) and construction (9,46 km) of road P-16. After reconstruction, the road P-16 will be upgraded from IV category to III category (with a width of 7 m). Limitation of speed will change from 40 to 90 km/h and as a result, throughput will increase while ensuring less time for transportation.

Due to implementation of the project road, P-16 will be used for the international movement of buses and trucks directly to the border crossing, without the necessity to pass through populated areas. Implementation of the project will improve the accessibility of the regions, development of communication networks and systems, including development of transport services and infrastructure. Sustainable access to the border region and taking care of the environment make the regions more attractive to residents, tourists and investors.
